Shanghai Resolve-Shengmin OSRO Company (SRSOC)

A joint venture between RESOLVE Marine Group, Inc. and Shanghai Shengmin Shipping Service Co., Ltd.




With enforcement of the new Regulations of the People's Republic of China on the Prevention and Control of Marine Pollution for Ships in 2012, Shanghai RESOLVE-Shengmin OSRO Company, Ltd. (SRSOC) has been formed as the first Class 1 OSRO "approved" by the China MSA for oil and hazardous cargoes spill response in Shanghai Harbour and surrounding China territorial waters. SRSOC's commitment to environmental protection and its investment of $20 million USD establishes the best equipped and most highly trained OSRO organization in China.

Under the new PRC Regulations, international vessel owners and operators of ships carrying oil or hazardous cargoes, or exceeding 10,000 gross tons, must pre-contract with approved pollution response companies before entering a PRC port. By executing a contract with SRSOC, shipping interests may comply and meet all requirements of the new MSA Regulations for vessel operation in Shanghai.

SRSOC has also initiated consortium agreements with other prominent Level 1 contractors in the major PRC ports of Dalian, Tianjin, Qingdao, Ningbo, Xiamen and Shenzheng.

The consortium is specifically organized to offer ships calling at those ports the ability to comply with the Regulations which become effective on January 1, 2012.

The SRSOC consortium will meet all MSA contractual requirements, ensuring that ship owners have confidence in conforming to Article 29 of the new Regulations, which will provide them with the necessary oil spill response coverage in PRC waters.

Consortium services are available for activation 24 hours a day, every day of the year in each of the seven port service areas. A contracted vessel operator may claim access to the required standby coverage regardless of the ship's length of stay in that area.

Our highly trained management and field staff have many years of experience in maritime safety and emergency response, and oil and hazardous materials response, containment and disposal, as well as marine firefighting. All personnel have received comprehensive MSA-approved training comprising classroom, land-based and sea-based training. The intensive, two-week program is conducted by highly experienced instructors who are veterans in the field of maritime emergency response -- with hands-on emergency response and spill management experience including the Deepwater Horizon oil spill.

In addition to SRSOC- trained personnel, specialist Pollution Disposal Contractors are positioned to support oil and hazardous materials response operations as required. To test continual readiness response and hone skills and knowledge, SRSOC regularly engages in Tabletop Exercises and Drills that recreate real world emergency and oil spill scenarios.

SRSOC is positioned around the clock to respond to maritime casualties anywhere in Shanghai Harbour and surrounding PRC territorial waters. SRSOC's six operations bases and two warehouse facilities are fully equipped and prepared for complete and rapid response. Our cranes and trailers are strategically located to expedite deployments from any of our facilities. Locations include:
